Foundation

 The Scientific and Technical Research Center for the Development of the Arabic Language is a public institution of a scientific and technological nature, with a common sectoral character. It is subject to the provisions of Executive Decree No. 256-99 of November 16, 1999. The Scientific and Technical Research Center for the Development of the Arabic Language has a moral personality, financial independence, and is under the guardianship of the Ministry of Higher Education and Scientific Research.

The Scientific and Technical Research Center for the Development of the Arabic Language was founded on December 14, 1991 by Executive Decree No. 477-91, succeeding the Institute of Linguistics and Phonetics, and the Unit for Research in sciences of language and linguistic communication, CRSTDLA became a public institution with a scientific and technological nature on December 31, 2003.

Tasks and duties

The main mission of the center is to conduct theoretical and applied researches on the development of the Arabic language and linguistics; in cooperation with the bodies and institutions concerned with the unification and approval of terminology, the implementation of research projects in the fields of sciences of language and its techniques applied to the Arabic language and broad-based languages, in order to develop the Arabic language at the educational and technological level.

Arab linguistics

This is by focusing on the theory called neo-khalilien theory, trying to deep in and develop it to make a comparison with other linguistic theories.

The science of linguistics and the teaching of Arabic at all levels of education

By conducting critical scientific studies for the teaching of Arabic and foreign languages ​​in Algeria, organizing comparative experimental educational seminars, and controlling the methods of linguistic education.

Arabic dictionaries and terminology

To contribute and to control Arab scientific and technical terms at the level of the Arab world.

The art and science of translation

By conducting scientific studies in translation methods and controlling translation techniques that respond to the needs of translators of scientific books.

Automated treatment of computational language or linguistics

With the contribution of research conducted to formulate linguistic theories, especially modern Hebronic theory, theoretical formulation. As well as a critical study of scientific theories in this field, and the setting of software and other computer tools to invest in the teaching of languages, lexicology, speech diseases, data bases, and so on.

Field of automated data bases

By supervising the implementation of the international project called “Arab ammunition”, and contributing to this achievement in a permanent manner. This is in close cooperation with the research conducted in the automatic treatment of Arabic, and in particular in cooperation with the International High Authority for the Arab Ammunition Project.

Acoustics and automatic treatment of spoken speech

By conducting laboratory studies and preparing appropriate computer tools for analyzing spoken speech and its artificial composition, and to explore the identity of its elements in an automated manner, in order to be able to place devices for industrial recognition and synthesis of speech.

Speech pathology

By conducting clinical studies in various speech impairments, especially aphasia, by preparing a methodology for diagnosing aphasia disorders and setting appropriate methods for treating them.

The strategy of the center in achieving its scientific goals

In order to achieve the center’s tasks and carry out  its goals according to the complex nature of this field, we mean the human language and verbal behavior, especially the Arabic language and its uses, the center seems to :

Summoning experts from different horizons, united by the goal of research in languages and the Arabic language in particular, as the center is the only scientific institution that brings together multidisciplinary experts to work on unified projects that invest their orientations (language engineering: engineers, linguists, specialists in educational languages, lexicologists). Speeches: doctors, specialists in aphasia ,speech therapists, specialists in clinical linguistics, etc.).

The use of technologies such as automated media, electrostatic and phonic electronics, as well as every technical methodology that responds to the imperatives of modern interdisciplinary research.

Establishing research on scientific theories that constitute an epistemological link that would coordinate the approaches adopted by each group to create harmony . It reflects the multiplicity of specialties in the center, and the dependence on what the technical fields produce add to this the aspect of modernity adopted by the center while preserving and promoting the original Arab balance.
